To provide outreach and technical support to transportation professionals so that they are aware of the changes to the Highway Capacity Manual (HCM), have access to the updated chapters and other support materials, and understand the procedures in both the HCM and the Highway Capacity Software (HCS). To support the TRB committee on "Highway Capacity and Quality of Service" in the production of updates which will occur on an annual basis culminating with the issuance of the year 2000 HCM.

This project continues to provide outreach, technical assistant and training to State and local practitioners who use the 1994 Highway Capacity Manual (HCM). Another edition of the "HCM Advantage", a newsletter for HCM users, was distributed in October 1996. A draft of a metric user guide to support the 1994 HCM was produced in-house. The user data base and the HCM web site are continuously being expanded and updated.
