                TRANSPORTATION SECRETARY SLATER TO SPEAK AT EVENT

                        UNVEILING AVIATION COMMISSION REPORT



     WHAT:      The National Civil Aviation Review Commission, in a report

                requested by Congress will issue major recommendations on

                reducing aviation gridlock and catastrophic accidents.  Its

                report addresses two areas:



                Reducing Air Fatalities:  Without changes, increased air

                traffic will lead to a doubling of catastrophic accidents

                by 2010, the commission concluded.



                FAA Management: To prevent aviation gridlock and congestion

                soon after the turn of the century, the commission calls

                for a dramatic overhaul of the Federal Aviation

                Administration's management and funding.
