Why Your Organization Should Support ACIR
The U.S. Advisory Commission on Intergovernmental Relations
(ACIR) is a partnership of federal, state, and local government
leaders continuously striving to achieve strengthen a
Constitutionally balanced and effective Federal System of
- ACIR is the only national, bipartisan, forum where
representatives from the federal, state, and local levels
of government as well as private citizens meet regularly
to discuss and make recommendations for legislative and
administrative actions that will strengthen the
effectiveness, efficiency, and Constitutional banance of
the Federal System. Your organization's financial support
for ACIR demonstrates an important committment to this
ACIR has undertake the most extensive evaluation of federal
statuetes and regulations in decades to relieve the burdens of
federal mandates on state governments.
- ACIR is investigating specific mandates cited by the
states as most troublesome for them. Recent examples
include the Clean Water Act, Davis-Bacon Act,
Recycled Crumb Rubber, Metric Conversion, OSHA, Fair
Labor Standards Act, and Medicaid. The Unfunded
Mandates Reform Act of 1995 has charged ACIR to make
specific recommendations to Congress and the President to
retain, modify, suspend, or terminate these and other
mandates. Your organization's involvement in, and support
of, this effort, will ensure its success.
ACIR is embarking on a major program of conferences,
workshops, research, and information dissemination to lead an
intergovernmental dialogue about the emerging federal reforms for
American Federalism in the 21st Century.
- ACIR is committed to achieving federal reforms resulting
from a true partnership in the spirit of the 10th
Amendment. In order to ensure the success of
decentralization, it is crucial that federal, state, and
local governments forge new relationships necessary to
sustain these reforms. ACIR seeks to anticipate what
today's reforms will mean for intergovernmental
relationships in the future. ACIR's conferences,
research, and information dissemination will help these
statees accomodate the impact of federal reforms and put
those reforms to effective use.
As Constitutional partners in the American Federal System,
state support is crucial to carrying out the mission of ACIR.
